RAMSTEIN AIR BASE, Germany—Senior Airman Teddy Whitton pulls a 60-K loader away after loading humanitarian relief supplies aboard a C-130 Hercules here destined for Morocco on Feb. 27. The plane is carrying relief supplies and a U.S. European Command Humanitarian Assistance Survey Team, which will help determine how the United States can assist Morocco following a 6.5-magnitude earthquake.
